Ric Campo

Chairman
Port Houston

Ric Campo is Chairman of the Port Commission of the Port of Houston Authority. He was appointed to the position in January of 2019 by the City of Houston and Harris County Commissioners Court and was sworn in Feb. 7. Mr. Campo is Chairman of the Board and Chief Executive Officer of Camden Property Trust and has served in this capacity since May 1993. He joined a private Houston real estate company after graduating from Oregon State University in 1976, and co-founded Camden’s predecessor companies in 1982. Mr. Campo serves on the Board of Directors of several organizations that focus on the economic development, business outlook and future growth of Houston, including Central Houston, Inc. and the Greater Houston Partnership. Mr. Campo is the past Chairman of the Houston First Corporation, a local government corporation that facilitates the city's economic growth through the business of conventions and the arts. He also was past chairman of the Houston Super Bowl Host Committee, responsible for Super Bowl LI festivities and logistics, including Super Bowl Central, the Business Connect Program and the Committee's charitable arm. Mr. Campo holds strategic roles within the real estate industry. He is currently a member of the National Association of Real Estate Investment Trusts, where he serves on the Board, and the National Multifamily Housing Council, which he formerly chaired, as well as the Urban Land Institute. Mr. Campo also is a member of the American Institute of Certified Public Accountants.

Commissioner Wendy Montoya Cloonan

Port Houston

MODERATOR

Wendy Montoya Cloonan was appointed to the Port Commission by Harris County Commissioners Court in June 2019. On the Port Commission, Mrs. Cloonan is chair of the Community Relations Committee, and serves on the Strategic Sourcing Committee, Governance Committee, Audit Committee, Compensation Committee, and Dredge Task Force. Mrs. Cloonan is the Houston Managing Partner of Cantu Harden Montoya, LLP. She is an experienced attorney having worked in public finance and public law at Vinson & Elkins LLP and Andrews Kurth LLP and as Director of Legal at the Houston Endowment. A native Houstonian and a product of public schools from elementary to high school, Mrs. Cloonan earned a Bachelor of Arts degree from Yale University, a Master in Public Policy with a Concentration in Political Advocacy and Leadership from Harvard University’s John F. Kennedy School of Government and a Doctor of Jurisprudence with Honors from The University of Texas School of Law. She is married to Shawn W. Cloonan and they have three children, Caroline, Jake and Juliet. Mrs. Cloonan has been active in various civic organizations throughout her career. Committed to a diverse array of community involvement, currently, Mrs. Cloonan sits as a Trustee and on the Executive Board of the Harris County Hospital District Foundation, as a Director and on the Executive Board of ALMAAHH (Advocates of a Latino Museum of Art & Architecture) and as Chair of the Harris County One For All Foundation. Always eager to contribute back, Wendy and her husband, Shawn, established an endowment at the Houston Food Bank and enjoy volunteering with their children whenever possible. A strong believer in supporting youth education, they also established an endowment at The University of Texas at Austin. The memorial endowment in honor of Wendy’s brother, Joey, serves as a scholarship fund which annually benefits students who, like Wendy and Joey, are from Houston and first-generation college students.

Candice Armenoff Chief Strategy Officer Candice Armenoff is Port Houston’s Chief Strategy Officer, a key member of the executive leadership team responsible for leading the developmentand execution of the port’s strategic initiatives. Her role focuses on terminal master planning, inland freight connectivity, long-range strategyimplementation, corporate sustainability, cargo forecasting and grant funding optimization. Armenoff partners with internal stakeholders and external agencies to drive sustainable growth, enhance operational efficiency and ensure strategicalignment that supports economic activity and job creation across the region. She leads the development of Port Houston’s strategic roadmap,oversees facility master planning, guides trade and cargo forecasting, and fosters cross-departmental collaboration to drive innovation andcontinuous improvement. Prior to assuming the CSO role, Armenoff served as Director of Operations Planning in the Operations Division, where she was responsible for futureplanning and project execution at the Bayport and Barbours Cut container terminals. She joined Port Houston in 2007 following an early career withMaersk Line. Over the years, she has held several key roles, including terminal operations and customer service leadership. Armenoff is a member of the Houston Chapter of Women in Maritime Operations and serves on the San Jacinto College Chancellor’s AdvisoryCommittee on Transportation, Logistics and Supply Chain Management. She earned her bachelor’s degree in marine administration from Texas A&M University at Galveston and her Master of Business Administration fromthe University of Houston–Clear Lake. John Moseley

Chief Commercial Officer

Port Houston

John Moseley was named Chief Commercial Officer in 2018. He joined Port Houston in 2010, successfully leading the port’s global sales efforts. Moseley started his career in international supply chain and logistics in 1987 and has held expanding roles in the U.S. and overseas with ocean carriers and beneficial cargo owners in addition to experience in the international freight forwarding and customs house brokerage sectors. Moseley earned a bachelor’s degree in international business administration from California State University at Los Angeles and an MBA from the University of Massachusetts at Amherst, Isenberg School of Management. In his current role, he is responsible for driving and executing Port Houston’s commercial strategy. He oversees Port Houston’s industry relations, real estate, trade development and economic development departments, as well as administration of Harris County’s Foreign Trade Zone, the largest FTZ in the United States. Moseley actively serves on the boards of the Containerization and Intermodal Institute in NY/NJ, the Economic Alliance Houston Port Region and is a member of the International Trade and Investment Committee at the Greater Houston Partnership. As corporate fellow at the University of Houston Downtown, Marilyn Davies College of Business, he actively participates in the classroom at the graduate level. Past contributions have included board positions with the American Metals Supply Chain Institute, having served as Chairman of the Ports Committee, board member and president of the Brazil-Texas Chamber of Commerce, as well as boards of International Transportation Management Association of Houston, Netherlands American Business Association, International Trade Club of Southern California, and member of the Advisory Board of the Center for Logistics and Transportation Policy Program at the University of Houston, Main Campus.

In 2016, she earned the Master of Corporate Real Estate (MCR) certification, further demonstrating her expertise in strategic real estate and facilities management.
